The king’s hand is usually forced when appointing some ambitious noble as prime minister. History has examples. Early Hapsburg empire was pretty much just first of princes amongst hundred of princes, only later on when consolidated can the ruler be regarded as Emperor.

That could be true but the public wouldn’t like there king to suddenly change and would do something about in the name of the king I think it’s pretty unrealistic that the king would even choose such a shoddy prime minister for his cabinet
